System Performance Measures (SPMs)

The Continuum of Care (CoC) Program is designed to promote community-wide commitment to the goal of ending homelessness. Every year we evaluate the following measures to assess our system’s progress towards our goal of ending homelessness:

  • Length of time persons remain homeless 
  • The extent to which persons who exit homelessness to permanent housing destinations return to homelessness 
  • Number of persons experiencing homelessness (reported in the PIT Count) 
  • Employment and income growth for homeless persons in CoC-funded projects 
  • Number of persons who experience homelessness for the first time 
  • Successful placement from street outreach and successful placement in or retention of permanent housing 

Project type codes: ES – Emergency Shelter, TH –Transitional Housing, SH – Safe Haven, PH – Permanent Housing 

Longitudinal Systems Analysis (LSA) Reports

The LSA report is produced from a CoC’s Homeless Management Information System (HMIS) and submitted annually to HUD. The LSA looks at how households move through our homeless response system. This report is used in collaboration with our annual System Performance Report to give insight into how well our system is able to serve people who are experiencing homelessness.  

Homeless Data Integration System (HDIS) Reports

Our CoC partners with the State of California by submitting data quarterly to the California Interagency Council on Homelessness (Cal ICH). HDIS is a data system created by the State to evaluate the State’s response to homelessness. All CoCs in the State are invited to participate. 

The visual to the left shows the clients that have accessed services in multiple CoCs in California. In 2020, only 6% of clients in our community of Monterey and San Benito counties accessed services in other CoCs.
