The Coalition of Homeless Service Providers (CHSP), as the Collaborative Applicant for the CA-506 Salinas/Monterey and San Benito Counties Continuum of Care (Lead Me Home Continuum of Care; LMHCoC), applied for the Youth Homelessness Demonstration Program (YHDP) in FY 2020. CHSP applied to YHDP as a rural community with intention to provide services across both counties with an emphasis in addressing “service deserts” for unaccompanied minors and transition-aged youth.
In 2021, the U.S. Department of Housing and Urban Development (HUD) announced the award of $142 million to build systems to end youth homelessness in 33 local communities – including 11 rural communities – one of which was the LMHCoC. HUD’s Youth Homelessness Demonstration Program (YHDP) has the capacity to support a wide range of housing programs including, but not limited to, rapid rehousing, permanent supportive housing, transitional housing, and host homes.
Through various and intentional efforts, CHSP is pleased to announce the local award of $5.7 million of YHDP funds and is now accepting proposals from qualified applicants. The terms and conditions of the proposals are listed in this Request for Proposals (RFP) document.
Eligible Uses
The YHDP program requires grantees to expend funds on evidence-based solutions that address and prevent homelessness among eligible populations.
Funds shall be expended on any of the following:
- Youth Navigation (Supportive Services Only)
- Permanent Supportive Housing
- Joint Transitional Housing/Rapid Re-housing
- Drop-in Center/Outreach (Supportive Services Only)
- Rapid Re-housing
- Transitional Housing
- Host Homes/Supported Kinship Care (Supportive Services Only).
- Additional activities not listed above will be considered but not prioritized.
