In 2020, the Lead Me Home Leadership Council of Monterey and San Benito Counties authorized the complete rewrite of the Lead Me Home 10 Year Plan to End Homelessness. As the Continuum of Care coordinating agency, the Coalition of Homeless Services Providers (CHSP) partnered with the County of Monterey Department of Social Services, County of Monterey Health Department, County of San Benito Health and Human Services, and the ESG Provider (City of Salinas) to release an RFP to identify a consulting firm to assist with the coordination of this effort. CHSP identified and hired Focus Strategies and signed a yearlong contract that went into effect March 2020. Anticipated to end in March 2021, the process has undergone several revisions to accommodate the pressures of a growing pandemic.

Phase 1: Initial Assessment and Preliminary Recommendations (April – June 2020)

In the first phase of the planning process, Focus Strategies developed a preliminary assessment of the strengths and challenges of the current system in place to respond to homelessness in Monterey and San Benito Counties, based on:

  • Review of documents and available data
  • Interviews with key stakeholders and people with lived experience of homelessness
  • Discussions with homeless system leadership

The results of this initial assessment were presented in the Initial Observations Report.

Phase II. System Performance Assessment (July – November 2020)

In the second phase, Focus Strategies conducted a system performance assessment using the Systemwide Analytics and Projection (SWAP) tool.  This assessment included:

  • Collection of data from the Homeless Management Information System (HMIS), Housing Inventory Count (HIC), and program budgets collected directly from provider agencies
  • Generating draft results at the program, program type, and system-level on a series of performance measures (including bed utilization, length of stay, and exit to permanent housing)
  • Individual discussions with provider agencies to present and discuss draft data.
  • Refinement of the analysis and production of the final system performance assessment, including initial recommendations for performance improvement.

The results are presented in the System Performance Assessment Report.

Phase III. Modeling and Goal Setting (November 2020 – April 2021) 

In the third phase, Focus Strategies worked with community stakeholders to develop the goals, targets, and strategies that will be included in the updated Strategic Plan.  This work included:

  • Gathering community input through a series of virtual (Zoom-based) input sessions
  • Conducting a survey for input from people with lived experience of homelessness
  • Conducting predictive modeling using the baseline data collected in Phase II. Modeling helps project the impact of different system changes, such as the addition of new inventory, implementing new system components such as diversion/problem solving, or setting and meeting performance improvement targets.
  • Analyzing housing market gaps, with a focus on housing needs of people experiencing or at-risk of homelessness
  • Convening strategy sessions with system leadership

Phase IV. Strategic Plan Development (May – June 2021) – CURRENT

During this final phase, Focus Strategies will draft the Strategic Plan for review and feedback by the community. The final Plan will be completed by June 30, 2021.

Focus Strategies will be facilitating community input sessions on specific topics to help inform the development of the new Strategic Plan. Sessions are open to any community member who would like to participate.
